Sugary Beverage Tax and Legalization of Weed

Riddle me this: Our politicians slap a sugary beverage tax on residents of Philadelphia (a city with a 25% poverty rate the majority of whom are "black" & "brown") but then want to legalize marijuana and other drugs (which don't help to increase employability or provide a leg up from poverty) which adversely affects the majority of those who are "black" & "brown". What I see is a plethora of people getting rich from that arrangement; and, it is not "black" & "brown" people!
