Public School Funding and Payments in Lieu of Taxes

Payments In Lieu Of Taxes allows certain nonprofits such as UofPenn, Drexel and Jefferson Hospital to be tax exempt so they normally don't pay anything. This is because they enter into an agreement with the City that allows them to choose whether they want to pay taxes. These seem to be governed by State Law. In the past, the City could with-hold the Nonprofit's tax exempt status but State Law prohibits that. How then are our public schools in Philadelphia being funded. This is an issue that needs to be addressed on the State and Municipal Level.
