We require that anyone younger than 16 not have a vehicle driver's license. We require that anyone that reaches age 16 must have a vehicle driver's permit to learn to operate a vehicle and qualify for a valid vehicle driver's license. Yet, politicians are wringing their hands and racking their brains over what to do about gun violence. It really is not that difficult if they really care about reducing gun violence. It is not rocket science! Besides enforcing the current gun laws, the common sense additional legislation (if we must have more legislation) is: 1) to enact strict liablity for any adult who allows a minor to operate, possess or purchase a firearm prior to a stated age of majority, 2) to require that once a minor reaches a stated age that the minor must obtain a gun operation and safety learner's permit and successfully complete a firearm safety and operation certification course (which shall consist of not less than a 2 week 4 hour per day course), 3) that said minor shall not be permitted to own a firearm but will be permitted to use a firearm at a qualified gun range and said minor must requalify every two years until he/she has reached a stated age of majority, and 4) at stated age of majority said individual shall be able to operate, possess or purchase a firearm after passing the required background check and must pass a background check for each additional firearm that he/she wants to purchase.
