Covid-19, Hanamen and Eminent Domain

In this apparent COVID-19 emergency, the Mayor of Philadelphia is frustrated over the refusal of Hanamen hospital to allow the City to use it. If I were the Mayor, I would speak to the Pennsylvania Governor; and; together we would apply eminent domain for 90 days to combat COVID-19 in southeastern Pennsylvania. If there ever was a time to use your executive power, an apparent emergency of this magnitude warrants such action.
